[DFTB-Plus-User] DFTB+ compilation error in mpifx_send.f90

Hello Biswajit,

the issue is due to open MPI becoming more strictly typed on its
interfaces, but the intel compilers not using this correctly. Either
earlier tools (the development machine I use is with ifort 15.0.3 and
open MPI 1.6) or later (open MPI >= 1.10.1) should work.
