[DFTB-Plus-User] Update MPI-branch

Dear all,

for those who are interested in the MPI-version, I uploaded a recent
snapshot (r4473) of the MPI-development-branch. This fixes the problem
of concurrent writing of the charges.bin file by different processes,
which lead to a significant delay time at the end of every total energy
calculation.
