[DFTB-Plus-User] Fix for the MPI development snapshot

Dear all,

for those who test the MPI-version of the code: Please update your
version with the one I've just uploaded (r4448). The previous one had a
bug which could cause the code to crash or to produce wrong results
during MD simulations.
