[DFTB-Plus-User] Downloading DFTB+NEGF

Dear all,

that's an OLD version, and moreover, it's a nonscc implementation, so
it's something very different from the present SCC-NEGF code.

DFTB+ with NEGF can be downloaded in the candidate release section:
