 Just to extend Reinaldos helpful notes: Probably you can install LAPACK
and BLAS as packages under cygwin, so that you can spare the effort of
compiling them yourself. (I installed it myself last year also under
Cygwin, however, on a laptop of someone else, so unfortunately I do not
have access to the installation details any more.)
