[DFTB+ Announce] DFTB+ 1.3.1 released

Dear DFTB+ user,

minor bugfix release of DFTB+ 1.3 is now available. The autotest
suite now uses the relicensed SK-files, which you can directly download
from the DFTB+ download page (or also from DFTB.ORG, if you wish).
